Phetchaburi Rajabhat University (PBRU) from Thailand has maintained strong relations and active international exchanges with National Pingtung University of Science and Technology (NPUST) since becoming sister universities in 2012. On June 23, PBRU President Dr. Phatcharasak Arlai led a delegation to NPUST, which included Dr. Kitsada Tungchawal (Vice President for International Cooperation), Dr. Amon Praduptong (Consultant for Scientific Research and University Development), and Dr. Kanthapan Ubolrat (Acting Dean of the Faculty of Veterinary Medicine).
The trip’s agenda centered on the discussion of plans to send PBRU staff members to pursue doctoral degrees at the NPUST Department of Veterinary Medicine and the signing of a Memorandum of Agreement (MoA). NPUST President Chin-Lung Chang and PBRU President Dr. Phatcharasak Arlai signed the agreement at a signing ceremony witnessed by several NPUST officials, including Dean Ming-Tang Chiou (College of Veterinary Medicine), Dean Jik-Chang Leong (International College), Director Li-Hsuan Lin (Veterinary Teaching Hospital), Chair Yi-Lun Tsai (Department of Veterinary Medicine), Chair Ming-Hung Chen (Department of Recreational Sport and Health Promotion), Chair Jong-Yi Fang (Department of Tropical Agriculture and International Cooperation), Professor Pei-Chun Lai (Department of Hotel and Restaurant Management), Deputy International Director Kun-Yu Liu (Office of International Affairs), and Manager Chia-Jen Lo (Thailand Overseas Base Office).
NPUST President Chin-Lung Chang warmly welcomed the PBRU delegation, stating in his opening remarks: “This collaboration embodies our shared vision for advancing veterinary education and professional training. We look forward to our joint efforts contributing to animal welfare and higher education development in both countries, and we hope both universities can build an even deeper friendship.”
PBRU President Dr. Phatcharasak Arlai noted that partnering with outstanding universities is a crucial strategy for elevating PBRU’s educational quality, particularly with respect to the cultivation of future talent for the university’s veterinary curriculum planning. He expressed excitement about creating excellent learning opportunities for students through this formal MoA, and equipping them with the latest skills via an internationalized education. During the exchange meeting, Dr. Amon Praduptong, Consultant to the President and Project Manager for the Establishment of the Faculty of Veterinary Medicine, introduced PBRU’s 2026 international cooperation goals and development blueprint, expressing sincere gratitude to NPUST for facilitating the collaborative opportunity in the veterinary field.
Following the signing ceremony, the NPUST Office of International Affairs guided the delegation to the Department of Veterinary Medicine. Department Chair Yi-Lun Tsai introduced the teaching facilities and environment, enhancing the guests’ understanding of the future learning environment of their students. The delegation then visited the Department of Recreational Sport and Health Promotion, where Department Chair Ming-Hung Chen led the guests through the multi-functional professional classrooms and the experiential education tower. The two sides also exchanged ideas and discussed future collaborations regarding the University Social Responsibility (USR) program, looking forward to building a closer partnership together. Founded in 1926 and located in Phetchaburi Province, Thailand, Phetchaburi Rajabhat University is a member of the Rajabhat University system in Thailand. The university is dedicated to nurturing talent for local development and actively promotes international cooperation and academic exchange. In recent years, it has continuously expanded its teaching and research development in fields such as agriculture, food science, tourism, and veterinary medicine. Since establishing their sister-school relationship, NPUST and PBRU have built a solid partnership through faculty and student exchanges, academic collaborations, and mutual visits. Moving forward, both institutions will continue to deepen their cooperation to jointly cultivate professionally competitive talent on a global scale.
